Thank you for visiting the HP Support Forums and Welcome. I have read your thread on your HP Pavilion dv7-3183cl Notebook and not being able to find the Webcam. Here is a document on Device Manager Information in Windows 7.
If you notice the action button on the top you can click this and scan for hardware changes.
